RECRUITMENT: Agriculture Specialist - 1 position

BACKGROUND
The Strengthening Resilience of the Agriculture Sector Project is an IDA grant in the amount of US$ 58 million prepared to support Tajikistan for the purpose of foundations for a more resilient agriculture sector refer to the availability of public agricultural services, including improved seeds, seedlings, and planting materials; agri-logistical services; agro meteorological information, soil testing, locust control and crop protection.
The project is implemented by the State Institution Agriculture Entrepreneurship Development Project Management Unit (SI AED PMU).

PROJECT OBJECTIVE
The development objective of the proposed project is to strengthen the foundations for a more resilient agricultural sector in Tajikistan.
State Institution “Agriculture Entrepreneurship Development” (SI AED) now invites qualified specialists with relevant work experience to participate in the competitive selection for the vacant position of the Agriculture Specialist.

RESPONSIBILITIES:
The Agricultural Specialist will be responsible for providing technical assistance to the strengthening of identified agricultural sectors of the project. The Agricultural Specialist will work in collaboration with the project staff. The Agricultural Specialist will also work in close collaboration with the Deputy Director/SRAS Project Coordinator who has overall responsibility for the implementation of the project. Agriculture Specialist under supervision of Deputy Director/SRAS Project Coordinator will be responsible for the following tasks:

• Support the design and planning of the agriculture sector (seed growing, seedling and
• horticulture) strengthening component 1 and 2 of the project;
• Visit to the field and monitoring of agriculture beneficiaries/partners crops;
• Provide technical advice to farmers/partners on crops rotation, land preparation, growing, harvesting and storage of products;
• Conduct biological and yield assessment beneficiaries’/partners crops;
• Set up demonstration plots and experimental trials;
• Draft reports on completion of project agriculture activities and inputs into narrative project reports;
• Draft, monitor agriculture components of the project with support/oversight from Project Coordinator;
• Support the design and implementation of the monitoring framework and plan as it relates to agriculture components of the project;
• Work closely with, mentor and develop the capacity of project partners and beneficiaries on the project team;
• Provide support, guidance and advice to partners in the development of agriculture training modules, training provision and implementation of agriculture activities;
• Liaise closely with the Project management team, keeping them up to date on progress and problems as they arise;
• To support with the drafting of technical specifications and other needed documents for getting approval prior to procurement of growing and planting materials;
• To contribute to preparation of the training modules with project partners and staff for supporting capacity building of partners and beneficiaries within the context of FFS interventions;
• To contribute to the development of training materials and curriculum on drought management measures and techniques via using FFS approach for project beneficiaries;
• To support in capacity building of field agriculture staff and trainers
• To assist in the technical evaluation and physical check of the quality of offered goods and equipment within the tendering process;
• In collaboration with M&E Specialist to support in the process of identifying potential beneficiaries to distribute seeds and other goods according to selection criteria (developing selection criteria that would allow men and women equally participate);
• To contribute in the arrangement of seeds, goods and equipment distribution among the beneficiaries in the project targeted area and conduct monitoring, account the number of seeds recipients in disaggregated manner;
• To contribute in the development of scenarios for establishment of the demonstration plots and participation in selecting potential sides for establishment of demonstration plots;
• Support establishment of demonstration plots, conducting of monitoring and providing required advice and recommendations;
• Perform any other related duties and activities upon instructions received from Project management team.

QUALIFICATION REQUIREMENTS
• University diploma in agronomist or equivalent;
• Prior experience in training programs (preferably, with donor organizations), including planning the training, monitoring implementation, and ensuring the feedback mechanism
• Minimum 10 years’ experience as agronomist in agriculture production
• Minimum 5 years’ experience in public and/or private sector development;
• Minimum 3 years’ experience working with the World Bank or other donor organizations;
• Good Computer skills MS Word, MS Excel;
• Fluent knowledge of Tajik and Russian.

RESPONSIBILITIES:
The Accounting Specialist under the overall guidance of the Chief Accountant and Finance Specialist will work closely with Project staff and partners are responsible for the following tasks:
• Keep accurate records of incoming and outgoing payments to the organization;
• Collaborate with team members to provide necessary financial reports to senior-level managers;
• Handle payroll functions as required by the organization;
• Review financial information and documents quarterly and annual basis;
• Assist in the preparation of tax documents for employees and partners;
• Handle general ledger bookkeeping where necessary;
• Look for and provide solutions for accounting irregularities;
• Assist in maintaining a register of fixed assets for equipment purchased from project funds;
• Support duties related to accounts payable and accounts receivable functions;
• Assist with preparation of financial and statistical statements and reports;
• Analyze financial and material information in order to identify discrepancies;
• Research and resolve discrepancies in a timely fashion;
• Follow up on audit recommendations and observations;
• Maintain confidentiality of all financial data;
• Interpret and apply accounting policies, rules, and regulations to all work in order to ensure compliance with applicable standards;
• Compile and prepare routine reports and summaries;

QUALIFICATION REQUIREMENTS
• Higher education in Accounting, Finance or other related fields;
• At least 5 years of experience in accounting;
• Excellent knowledge of “1-C Accounting” software and good accounting practices;
• In-depth knowledge of accounting and financial procedures, including the practical knowledge of National Accounting Standards, IFRS or equivalent standards, Tax Legislation of the Republic of Tajikistan;
• Computer literacy, in particular, knowledge of Microsoft Excel and related accounting software;
• Ability to work in a team and communicate well with people;
• Excellent knowledge of Tajik and Russian.

Entrance of Tajik dried fruits to the market of the Middle East and Asia

State institution «Agriculture Entrepreneurship Development» under the Agriculture Commercialization Project (ACP), funded by World Bank together with the Chamber of Commerce and Industry of The Republic of Tajikistan organize the participation of processing companies at the international exhibition Gulfood www.gulfood.com in Dubai from 18-22 February.

Gulfood - is the world's largest food exhibition, with more than 5,000 exhibitors, 40,000 visitors from more than 150 countries, uniting the West and the East. Tajik products this year will be presented for the first time at this exhibition under the national pavilion promoting Tajik dried fruits and fresh fruits. Four processing companies including: “Oro Isfara”, “Apricot and Company”, “Tajikproduct” and “Isfarafood” will represent Tajik products. All these companies mainly deal with the export of dried fruits and fresh fruits to the Middle East. he main goal of participation in the Gulfood exhibition is to diversify the export market and enter the markets of the Middle East. At the exhibition, there is a daily growing interest in Tajik products, there are oral agreements and orders with the organics company in Dubai - UAE. Companies from Kuwait and Jordan showed special interest in dried fruits. Trying a dried apricot a representative of the company from Oman noted that "the taste is ten times better than what we now have in Oman." A company representative from Lebanon, who currently imports dried fruits from Uzbekistan, intends to visit Tajikistan in March to familiarize with the production and potential long-term partnership.

Representatives of companies from Germany, Australia, Canada, New Zealand and India also showed great interest in the products. After the exhibition, the companies will negotiate on the first order and further partnership.

“Apricot and Company” will ship the first container in March of this year to Mumbai. To further conclusion of the contract, the company Maevell Nutex from Mumbai comes to Tajikistan in March of this year.

Participation in Gulfood opened new opportunities for domestic processors to enter new markets. This is only the first step and requires further systematic promotion of Tajik products to these new markets by the private, public sector and donor organizations.

December 15, 2017- The World Bank Board of Executive Directors today approved US$ 15 million in additional financing to support the ongoing Agriculture Commercialization Project in Tajikistan. The project aims to expand opportunities for Tajik farmers and enterprises to increase productivity and access to domestic and international markets.

“Taking advantage of the considerable export opportunities for agricultural and food products made in Tajikistan, the project supports entrepreneurial efforts to increase productivity and employment opportunities in rural regions of Tajikistan,” said Jan-Peter Olters, World Bank Country Manager in Tajikistan. “Rural business development, including with programs to expand access to finance, support new startups, and provide rural entrepreneurs with relevant business skills, is a key instrument to foster innovation, facilitate trade, support domestic job creation in emerging rural economies.”

The original Tajikistan Agriculture Commercialization Project, financed by a grant of US$ 22 million from the International Development Association (IDA), has been supporting the commercialization of farm and agri-business products, by improving the performance of selected value chains, increasing access to finance and strengthening the capacity of small farmers, medium-scale agribusinesses, and producer associations.

To date, the project has supported over 1,000 individual farmers and small- and medium-sized enterprises with a total of US$ 3.3 million. The project is also providing support to value chains for fresh and dried apricot and dairy, having trained over 3,000 farmers on improved (post)-production technologies and market access. The first ten grants that have been approved have allowed groups of small-holder farmers to connect to the project-supported value chains. Institutional capacity building is under way to support agricultural education establishments, the project’s participating financial institutions, and the National Statistics Agency of Tajikistan.

“The agricultural sector plays a major role in economic growth and poverty reduction in Tajikistan,” said Sandra Broka, Team Leader for the Agriculture Commercialization Project. “With additional financing, the project’s approach—access to knowledge coupled with financing—will be expanded beyond agriculture and agribusiness to other types of rural sub-sectors and businesses, so that there are more opportunities for income generation and job creation.”

With additional financing approved today, the project will also support activities aimed at increasing the amount of credit line available for agribusinesses, making a matching grant program available to support the entrance of new and young enterprises to the market and supporting capacity building for existing microcredit institutions on rural business financing, as well as for selected smaller micro-finance institutions with good potential to grow.  

The World Bank’s active portfolio in Tajikistan includes 19 projects, with a net commitment of US$ 615.9 million. The World Bank Group remains committed to supporting Tajikistan as it strives to improve the lives of its people and meet the aspirations of its young and growing population.
