The Government of the Republic of Tajikistan is currently implementing a project funded by the World Bank, the goal of which is the commercialization of farms and agribusiness in selected areas of Tajikistan. The overall objectives of Agriculture Commercialization Project are the following:
(a) Increase the capacity of farmers, traders, agricultural enterprises and the agribusiness in agricultural markets through access to knowledge and technical support;
(b) Increased access to financial resources;
(C) Strengthening critical elements of the institutional framework in agriculture. Under the third component of the project support will be provided in the development of the SMS Market Information Systems based on the principles of public-private partnership between the Agency on statistics and service providers from the private sector, which will be aimed at providing information for farmers and agribusiness.
The creation of such Market Information System (MIS) will require support in the following areas:
(I) training and guidance to increase the capacity of Agency to collect relevant information on markets using tablet computers;
(II) formulation of the respective contractual relationship between the Agency and users (private sector) of Market Information System;
(III) Conversion of the database into a format that is easy and convenient in use for service providers;
(IV) Development of SMS applications, suitable for the needs of farmers, agribusinesses, enterprises and other relevant customers;
(V) Adding of additional relevant information in the database (e.g., climate, regional market information systems, exchange rates, etc.).
This technical support will be provided by international consulting company through:
(1) Agency's support to improve data collection and staff training,
(2) Agency’s support in the formulation of the legal and commercial framework for the relevant contractual relationship between the Agency and the users of MIS, i.e. the private sector;
(3) IT support for the Agency to create a database and software for data collection and transfer, as well as the development of services and SMS applications that meet the needs of farmers, agribusiness and other rural customers.
The duration of the contract: From 15.05.2017 to 14.06 2018.
The amount of the contract at the time of conclusion is 817 620,62 TJS equivalent to (US$96303,96)
