Title of the consulting assignment: Survey and Establishing of Baseline for Impact Evaluation

The project aims to support the GoT in successfully transitioning to a sustainable, more productive, climate resilient, and inclusive model of agricultural sector growth.
The project will help to:
(i) Increase the availability of improved seeds, seedlings, and planting materials that are climate resilient, affordable, farmer-preferred and well adapted to the different agro-ecological conditions of Tajikistan;
(ii) Improve the access to improved agri-logistic services of farmers and agri-businesses; and
Strengthen the crisis management, i.e. early warning, preparedness and response capacity of selected public institutions. All activities related to human resource development and capacity building will include topics on understanding climate change better and frameworks, tools, and techniques to facilitate designing and implementing climate adaptation and mitigation approaches. All infrastructure, including buildings, offices, laboratories, and storage facilities, constructed and/or rehabilitated by the project, will be encouraged to utilize energy-efficient and climate-resilient materials and designs. The proposed project aims to thereby strengthen the foundations for more resilient agriculture sector, which will in turn help improve food security and nutrition and accelerate agricultural diversification. It will also contribute to the development of a viable sector of private micro, small and medium enterprises in rural areas and generate employment opportunities for women in regions with few legal alternatives.

The purpose of this request
The purpose of the assignment is to hire International Consultant to ensure the establishment of the baseline. The assignment would be in two phases with the following specific assignments:
• Review results framework and develop survey instrument for baseline establishment;
• Participate in discussion between Ministry of Agriculture and SRASP to ensure complementarity of the two processes to establish a baseline;
• Carry out a baseline survey to ensure timely (15 November 2022) availability of baseline data;
• Based on data collected, establish baseline indicators for overall SRASP and each SRASP component;
• Undertake an analysis of survey information to inform SRASP design process, including recommendations for SRASP design;
• Suggest mid-term and end-of-project target values for each of the SRASP results framework indicators; and
• Evaluation the baseline data collected by SRASP.

Qualification requirements:
- Higher education in the field of economics and or finance, economic areas in agriculture (digitalization of agriculture, etc.).
- Proven experience in conducting studies by type (baseline study, mid-term study, etc.). at least 10 years.
- Experience in the evaluation of projects related to the provision of agricultural services is an advantage.
- Experience in the Central Asian region.
- Knowledge of Tajik and Russian languages is an advantage.

The consultants will be selected in accordance with the procedures specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016; revised in November 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest."
